City Manager

 

Mark L. Ryckman was appointed to the position of City Manager in June 1997. Among his responsibilities, he advises the City Council on policy matters, manages all financial affairs, oversees daily operations, conducts all collective bargaining negotiations, and manages media relations for the administration.

 

Mr. Ryckman has extensive economic development experience, including downtown redevelopment and management. Working in partnership with the private sector, Mr. Ryckman has been a leading participant in revitalizing the downtown and serves as the Treasurer of the Corning Intown District Management Association (Gaffer District). He has a sound understanding of downtown issues including retail recruitment/retention, mixed use developments, second floor housing, historic preservation, special events management, maintenance of public spaces and parking.

 

Mr. Ryckman also has a strong public safety background. In addition to his duties as City Manager, he is the Director of Public Safety with responsibility for issuing all rules, policies and procedures to manage the Police and Fire Departments. He is a leading participant in the development of the Nationwide Public Safety Broadband Network (NPSBN). He is currently a member of the FirstNet Public Safety Advisory Committee (PSAC). FirstNet, housed within the National Telecommunications and Information Administration (NTIA), is tasked with the deployment and operation of ths NPSBN. He previously served on the Board of Directors for the former Public Safety Spectrum Trust Corporation in Washington DC which is the predecessor to FirstNet.  Mr. Ryckman has served on the U.S. Department of Homeland Security’s Stakeholder Group for the National Response Plan and National Incident Management System Revision Process in 2006 and 2007.  Mr. Ryckman is currently a member of the Steuben County 911 Advisory Committee, and serves on the U.S. Department of Home Security Video Quality in Public Safety (VQiPS) Leadership Team.

 

Mr. Ryckman is actively involved in helping to shape policy issues effecting local government at the state and national level.In furtherance of these efforts, Mr. Ryckman is a Past President of the New York State City/County Management Association and is a member of the International City/County Managers Association's Government Affairs & Policy Committee serving as a Co-Issue Leader for Public Safety and Homeland Security.

 

Prior to his relocation to Corning, Mr. Ryckman was the City Manager of Calais, Maine from 1994-1997. While in Calais, he focused his efforts on improving the financial stability and performance of all municipal operations. He established basic 911 in Calais, and worked on various cross border issues, including public safety, water service, and solid waste disposal service.Mr. Ryckman served on the Washington County Budget Committee, including being selected as the Chairman in his last year of service. Mr. Ryckman was appointed by Maine Governor Angus S. King, Jr. to serve on the Planning Committee to establish the Washington County Leadership Institute.

 

Mr. Ryckman holds a Bachelor of Arts Degree in Public Management and a Master of Public Administration (MPA) both from the University of Maine.  He also hold a Certificate in Fundraising Management from Indiana University.
