The City of Corning operates under the Council-Manager Plan. As the City's Chief Executive Officer, the City Manager is responsible for implementing policies established by the City Council and overseeing City operations with the assistance of a team of department heads.

Each department and office provides a wide range of service. The City Manager and his management team continually monitor and evaluate operations in order to provide cost effective services.
