SNOW REMOVAL PLAN (Excerpts)

PURPOSE: To ensure adequate snow removal from priority routes so as to provide for:

1) Safe and speedy delivery of emergency services to all areas of the City of Corning

2) Safe travel of City residents, workers, students and visitors

PRIORITY STREETS: The following streets shall be designated as priority routes and all operations shall begin on these sections:

Zone A:

Chemung Street(E. First to City Line

Cedar Street (E. First to Summit)

Pine Street (E. First to Summit)

Walnut Street (W. First to City Line)

State Street (W. First to W. Sixth)

W. Second Street (State to Lexington)

W. Third Street (State to Lexington)

W. Fourth Street (State to Hamilton)

Lexington Street (Sunset to W. Third)

Fox Street (Sunset to W. Third)

Field Street (Sunset to W. Third)

Brisco Bridge

Bridge Street Bridge

Zone B:

Delevan Avenue (Chemung to Crestwood)

Crestwood Road (Delevan to Upland)

Upland Drive (Crestwood to Steuben)

Steuben Street (Upland to E. Third)

Pearl Street (E. Third to Delevan)

Zone C:

Winfield St.(Reynolds to Princeton)

Kingsbury Ave. (Winfield to Wardell)

Reynolds Ave. (W. Pulteney to City Line)

Baker Street (E. Pulteney To Spruce St.)

Spruce Street (Baker to Dodge)

Dodge Ave. (W. Pulteney to Winfield St.)

INITIAL SALTING/SANDING OPERATIONS: Initial snow removal operations will entail the application of salt and sand to the roadway surfaces. The first priority will be given the above referenced streets and bridges, and the main routes encountered in travel to and from these areas.

SNOW PLOWING OPERATIONS: When snow reaches four (4) inches a "Code White" alert will be instituted by the Superintendent of Public Works or his designated representative whereby plowing operations are begun. The Fire Department and Police Department will be notified of the "Code White" condition.

Plowing operations will begin on the above referenced priority streets and bridges, and the main routes encountered in travel to and from these areas. These areas will be resanded and resalted after plowing.

When snowfall reaches a range of 6"-8", plowing operations will begin on the second priority areas as mentioned above, continuing into the third priority areas depending on timing of operations.

ON-STREET PARKING: If a "Code White" condition is forecasted to reach 8", the Superintendent of Public Works or his authorized representative shall provide public notification through all public media outlets as to the requirement for the public as when to observe the parking regulations and move vehicles to the side of the street authorized.

Such notification shall occur at least 2 hours prior to the anticipated "Code White" condition reaching 8" depth.

The Police Department shall be responsible for enforcement of the Alternate Side Parking Ordinance and issue tickets or arrange for towing of vehicles where necessary.

When a "SNOW EMERGENCY" (as declared by the City Manager and the Department of Public Works) has been established, any cars found to be illegally parked will be issued a ticket at the rate of $25.00 per 12-hour period and/or be towed by a contractor at the owner’s expense. The duration of a "SNOW EMERGENCY" will extend for at least 72 hours or for an indefinite period if conditions degrade. This action will be at the discretion of the City of Corning Police Department. Fines will remain as per ordinance for conditions less than a "SNOW EMERGENCY".
